Usually yes. Most Dubai buildings ask for an NOC from the building management or owners association before any renovation, even cosmetic work such as new flooring or a kitchen in the same position. Moving walls, plumbing or electrical points also needs an authority permit. Tenants need the landlord’s written approval first. This guide covers which works need what, who issues the NOC, the documents, the published fees and deposits, and how long approval takes.
Which apartment renovation works need an NOC?
The rule of thumb is simple: anything that brings workers and materials into the building needs building approval, and anything that changes walls, plumbing, electrics or fire systems also needs a permit. One 2026 guide sets it out like this (Bestimate, August 2026):
| Work | What it usually needs |
|---|---|
| Painting and redecorating, same layout | A light building NOC, or none |
| Flooring overlay, no change in level or screed | A light building NOC |
| Replacing kitchen cabinets in the same position | A light building NOC |
| Removing or adding partition walls | Building NOC and an authority permit |
| Moving plumbing or electrical points, remodelling a bathroom or kitchen | Building NOC and an authority permit |
| False ceiling changes affecting AC, lighting or fire systems | Building NOC and an authority permit |
Building rules vary. Another guide notes that tiling, flooring, cabinetry and bathroom fit-out without structural change still need building management approval in most towers (WeFixAll, August 2026). Check your building’s own renovation guidelines before you book a contractor.
Who issues an apartment renovation NOC?
It depends on who manages the building and where it is. Published guidance (Bestimate, August 2026):
| Issuer | When it applies |
|---|---|
| Building management or owners association | Works inside a unit in a managed tower; the first approval for almost every job |
| Master developer (for example Emaar, Nakheel, DAMAC, Meraas) | Community-level rules and larger modifications |
| Dubai Municipality | Permits for layout and services changes in most mainland buildings |
| Trakhees | Areas under PCFC, such as Palm Jumeirah |
| Dubai Development Authority | Free-zone developments under DDA |
If the work changes the power supply or adds load, DEWA may also be involved; see our DEWA approval guide.
What documents do you need for the NOC?
Expect two sets: one from the owner and one from the contractor (WeFixAll, August 2026; Bestimate, August 2026).
From the owner: title deed or Oqood, Emirates ID or passport copy, the building’s application form, a signed undertaking for any damage, existing and proposed drawings if the layout changes, and a deposit cheque.
From the contractor: a valid trade licence covering the work, public liability insurance (often a minimum of AED 1 million), the responsible engineer’s licence for structural work, a method statement or scope letter, and worker details for access passes.
Missing contractor documents are the most common reason an application comes back. Ask the contractor for their licence and insurance certificate before you submit.
How much does an apartment renovation NOC cost?
Fees are set by each building and developer, so treat these published 2026 ranges as a guide only (Bestimate, August 2026):
| Item | Published range (AED) |
|---|---|
| Building or community NOC, minor works | 0 to 1,500 |
| Developer NOC fee, major works | 1,000 to 5,000 |
| Refundable damage deposit | 2,000 to 20,000 |
| Authority permit | 200 to 10,000 |
| Drawings and submissions | 2,500 to 15,000 |
The deposit is usually the largest cheque and it is refundable, so keep the paperwork. For what the renovation itself costs, see our kitchen and bathroom renovation cost guide.
How long does apartment renovation approval take?
| Approval | Published time | Source |
|---|---|---|
| Building NOC | Same day to about two weeks | Bestimate, August 2026 |
| Simple NOC, documents complete | 3 to 10 working days | WeFixAll, August 2026 |
| Dubai Municipality permit | 3 to 10 working days | Bestimate, August 2026 |
| Trakhees permit | 7 to 14 working days | Bestimate, August 2026 |
| End to end, layout change | About 3 to 5 weeks | Bestimate, August 2026 |
The clock starts when the application is complete, not when it is first sent. A full set of documents on day one is the quickest way through.
Can a tenant renovate a rented apartment in Dubai?
Only with the landlord’s permission. Under Dubai’s tenancy law, the tenant may not make changes or carry out works unless the landlord permits it and the required licences are obtained (Article 19, Law No. 26 of 2007). Article 18 of the same law requires the landlord to provide the approvals a tenant needs for decoration works that do not affect the structure.
In practice: get the landlord’s consent in writing, with the scope attached, before you apply to the building. Most buildings will not accept a tenant’s application without it.
What rules apply once the NOC is approved?
Most towers allow work on weekdays from about 8am to 6pm, limited work on Saturdays and none on Sundays (WeFixAll, August 2026). Lift protection and gate or access passes are needed even for cosmetic work (Bestimate, August 2026). Noisy work such as demolition and core drilling is often restricted to set hours.
Because contractors need access passes and lift bookings from building management, work without an NOC usually stops at the door. It is also the deposit that pays for any damage to common areas, so protect corridors and lifts properly.
When we take on a kitchen renovation or bathroom renovation in an apartment, the NOC paperwork is handled as part of the contract.
