Do you need a permit to renovate a villa in Dubai? Decoration, modification, tenants and community NOCs

Some villa renovation work in Dubai needs a permit and some does not, and the line between them is whether you are decorating or changing the building. This guide shows where Dubai Municipality draws that line, what tenants need on top, and what gated communities add, with the sources linked so you can read them yourself. Checked 22 September 2026.

Do you need a permit to renovate a villa in Dubai?

For decoration-level work, Dubai Municipality points to a self-licensing route; for structural, layout or building-services changes you are in building-permit territory. Which side your scope falls on is the first thing to settle, before the quote.

Dubai Municipality’s own building permit FAQ answers the question “Is it permitted for modifications to villas through a self-decoration permit?” by referring to Circular No. 231 of 2018 on self-licensing for decoration. Its building permit procedures page describes the permits and completion certificates it issues for residential villas. Between those two documents sits the practical rule: paint, tiles, joinery and finishes are decoration; walls, extensions, roofs and anything touching the building’s services are not.

What counts as decoration and what counts as a modification?

Decoration is work that changes how the villa looks without changing its structure, its footprint or its engineered services. A modification changes at least one of those, and needs drawings, a permit and a completion certificate.

What if you rent the villa?

You need the landlord’s written permission before any renovation, and the licences on top of it. Article 19 of Dubai’s Law No. 26 of 2007 on landlords and tenants says the tenant “may not make any changes or carry out any restoration or maintenance works to the Real Property unless so permitted by the Landlord and after obtaining required licences from the competent official entities”.

What do gated communities add?

Most master-planned communities in Dubai run their own approval on top of the municipality’s, usually called a developer or community NOC, covering external changes, working hours and contractor access. We ask the community for its requirements before we quote, because the NOC often decides the start date.

What happens if you skip the permit?

You carry the risk of stop-work notices, fines, and problems at sale or on the community’s inspection, and the contractor who told you it was fine will not be the one paying them. If a quote is cheaper because it skips approvals, that is the reason it is cheaper.
